The way I read Moore (and other cases) is that the cops still need reasonable suspicion to make the "car stop" and probable cause to make the arrest. However, there is no remedy for a violation of state law. I'm not sure what the purpose of laws are if they are mere suggestions. Too often, laws applying to government officials are mere suggestions, but for the rest of us, they are mandatory.Anonymousnoreply@blogger.com
