But Tickets Aren't About the Money:

In Iowa various people have been caught with their hands in the honey-pot.

A "magistrate in central Iowa's 5th Judicial District was reducing traffic offenses to nonmoving violations for defendants who agreed to pay money toward courthouse restoration efforts and other governmental programs."

"Cass County Attorney James Barry has routinely converted speeding tickets to defective-equipment citations that carry substantially higher fines. Barry also has downgraded charges in cases in which defendants have made financial "contributions" directly to the sheriff's department."
