No limit for the number of times a prosecutor can present charges to a grand jury?
Sounds like a recipe for government waste. I'm not saying jeopardy should attach at this point or anything, but if charges are presented and no billed more than once, that should probably be the end of it. At least, in my humble opinion.
That said, it's nice to see you've invested time and energy in educating the public. Well done.
