You need to provide the file in a streaming audio format. Might I suggest MP3? It will cost you about $10,000 less than going with Real and you don't have to get any access to blogspot servers to do it :)
WAV format at 21.5 MB promises a lot. Conversion to mp3 or ogg would save all a lot of bandwidth if you want to stay with a static solution. Streaming is definately worth looking into. ck
