You don't usually see news reports about it, but this is VERY common. They'll try to smuggle in drugs and whatever else (especially a lot of cigarette tobacco) under stamps, envelope seals, etc. They also have ways of actually manipulating the paper itself.
Then there are the other ways - we've caught clergy and defense attorneys sneaking stuff to them.
