In North Carolina it's O.K. to shoot loose dogs. The officers shot and killed five dogs.
"In two cases, the dogs were shot as they ran or walked away from the officers."
Hmmmm... If you can hit the dog with a bullet couldn't you hit it with a tranquilizer dart?
